Update on the international regulations governing yacht use, manning and inspections will be topics in a panel discussion Saturday, Sept. 29 during the Monaco Yacht Show. The event will be held at the Novotel Hotel, 16 Blvd Princesse Charlotte, from 2-6pm.
“The purpose of the meeting is to highlight upcoming changes that will impact the yachting industry in the coming months,” said Peter Southgate, Society board member and event participant. “We hope to provide insight as to how various global maritime administrations are working to ensure that new regulations are being implemented in a manner consistent with yacht operations.”
Among the issues that will be discussed is the REG Yacht Code, a new document that combines MCA LY3 and the Passenger Yacht Code into a new, single document. Intended to be put in operation the first day of 2019.
Another topic of discussion will be changes in the Maritime Labour Conventions, in force since 2013, but now in the process of being updated to improve yacht crew well-being by strengthening requirements to counter harassment and bullying following the recent changes to enhance the financial security elements.
The panel will also discuss the Ballast Water Convention introduced last year to counter the spread of invasive species but which is still producing confusion over the application of the new regulations aboard yachts.
Finally, the panel will address the MARPOL Annex VI (intended to reduce air pollution from ships and yachts) Concentrated Inspection Campaigns CIC that will take place between September and November of 2018. Southgate notes that officials will be focusing on fuel quality, emissions and energy efficiency and that vessels that don’t comply run the risk of detention.
